KPDN opens diesel reimbursement claims from July 1 for transport companies awaiting fleet cards in Sabah, Sarawak and Labuan

PUTRAJAYA: The government has agreed to open applications for diesel cash reimbursement claims under the Subsidised Diesel Control System (SKDS) from July 1 for eligible public and goods land transport companies in Sabah, Sarawak and the Federal Territory of Labuan that have yet to receive their fleet cards.

Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the facility would allow eligible companies to claim reimbursement for the difference between the retail price of unsubsidised diesel and the subsidised SKDS diesel price they would have enjoyed, while awaiting the issuance of their fleet cards.

He said the use of fleet cards under the SKDS to access diesel subsidies would take effect in tandem with the nationwide implementation of targeted diesel subsidies from July 1.

“This requirement applies to eligible public land transport and goods land transport operators in Sabah, Sarawak and the Federal Territory of Labuan,” he said in a statement today.

Under the mechanism, he said both sectors involving the listed vehicle categories would continue to enjoy subsidised diesel at RM1.88 per litre for public land transport and RM2.15 per litre for goods land transport.

Armizan said that as of June 22, a total of 8,445 companies involving 30,557 vehicles had registered under the SKDS in Sabah, Sarawak and Labuan.

Of the total, Sabah recorded 4,062 companies with 14,750 vehicles, followed by Sarawak with 4,108 companies involving 15,030 vehicles, while Labuan accounted for 275 companies and 777 vehicles.

He said registration under the SKDS for the public land transport sector in the three territories had been open since June 10, 2024, while registration for the goods land transport sector commenced on May 4 this year.

According to him, registration to obtain diesel subsidies under the SKDS involves two processes, namely registration via the MySubsidi portal and an application for a fleet card from the applicant’s chosen oil company upon receiving the SKDS approval letter.

“The government acknowledges that the issuance and delivery of fleet cards by oil companies normally takes between two and three weeks, depending on their respective internal verification and administrative processes,” he said.

Armizan said the reimbursement claims are subject to several conditions, including that applicants must be eligible public or goods land transport companies in Sabah, Sarawak and Labuan, and must have registered under the SKDS and applied for a fleet card on or before June 30.

He said the claims cover diesel purchases made from July 1 to July 31, or until the date the fleet card is received by the transport company, whichever is earlier.

“Applications for reimbursement may be submitted through the MySubsidi portal, and all claims must be supported by proof of diesel purchases in the form of receipts uploaded via the portal,” he said.

He added that the reimbursement payments will be credited into company bank accounts by the Ministry of Finance within 15 working days after verification by SKDS administrators at the Ministry of Domestic Trade and Cost of Living (KPDN) has been completed.

Armizan also urged all eligible public and goods land transport companies in Sabah, Sarawak and Labuan to register under the SKDS and submit their fleet card applications immediately to expedite processing and ensure continued access to subsidised diesel.
